We have been to Cancun and the Grand Caymans. Will Cozumel be good? I read that the hurricanes have really messed up the reefs and diving is not enjoyable. True?

Cozumel is a great place to snorkel and scubba dive. The beaches aren’t good, we usually took the ferry across to Playa Del Carmen if we wanted beach for a half day. The Chichen Itza Mayan ruins is a spetacular day trip, Cancun is easily accessible for a day trip, many years ago we took the bus from Playa Del Carmen to Cancun with natives and chickens. Cabs are cheap and it was easy to get to the downtown area for breakfast/lunch/dinner, go into the old town area for a good authentic Mexican dinner. Yes, we had a good time.

This request is perfect. The answer is yes, No dive operation will take you diving without a "C" card. The diving is deep drift diving in one of the best dive sites in the world with depths over 100′, not to mention the current.
Here is what you can do. You can take an introductory SCUBA course for one or two dives with most dive operations on the island and there are a lot. This will take a few hours of instruction to make sure your are comfortable in the water. The instructor will take you out to a local reef system at about 40 feet and take you down making sure you are OK.
The best way is get certified before you travel, then you’re all set. Or you can try and get a certification in two or three days on the island. Most all dive shops will off a PADI course and they are very strict in how they operate.

We are on a cruise and have time for diving in one of the ports. I know Belize is more expensive because it is a longer boat ride, but which is better given the cost?
I think it depends on where in Belize you will be. Many people like to dive the blue hole, but it is a deep dive.
Cozumel is probably your best bet. It’s a drift dive and doesn’t require a lot of effort. Have fun!
